Check your local travel agents. Sometimes, you can check the local broadsheet and you can find promo fares. And they are true. In my experience, the lowest travel rates to HK are those offered by legitimate travel agents (and most of the here, are legitimate). They can book you for less than 200USD, even cheaper if you will go there as a group because you can save extra-room by getting an extra bed. And the sum can be divided by three.
Usually the airfare, accomodation, day tours are provided for. Wayback in 2006, April, if you book say on January or December you can get as low as 115, via Cebu pacific, and a 3-star Hotel in HK. Be prepared for charges in the airport and other taxes.

Many hotels require credit card to reserve a room for you, especially over the Internet. So best way to do is to try reserve it by phone. Also when checking in, they will require you to put down cash deposit, up to twice the daily room rate. So if you plan to stay a week, make sure you have enough cash for two weeks room charge; shopping and everything else is extra.
If you want hotel that's close to the airport, do a Google search, hotel web sites have that sort of information, map direction, nearby attractions, etc.
And, Hong Kong is very safe. If you manage to stay in one piece in Riyadh, Hong Kong will be like Disneyland to you.
